Evaluation and Design of Rehabilitation Works for Main Building of Jawwal in Gaza

CEP was commissioned by Jawwal/Paltel to conduct a comprehensive structural assessment and develop a full rehabilitation design for the 8-storey Jawwal Main Building in Gaza, which sustained severe fire damage during the 2023–2025 war. The assignment encompassed an integrated package of technical services aimed at restoring the building’s structural integrity, operational functionality, and long-term safety.

The consultancy work began with a detailed preliminary investigation and condition survey, including documentation of war-related damage, fire effects, material degradation, and residual structural capacity. CEP’s engineers performed systematic inspections of reinforced concrete elements, load-bearing components, façade systems, and internal infrastructures to determine the extent of structural distress.

A full structural evaluation and redesign was carried out using advanced analytical modeling. The entire building was modeled and analyzed using ETABS, enabling simulation of fire-induced reduction in material strength, load redistribution, and performance under current seismic and operational loads. The results informed the development of targeted strengthening measures, redesign of damaged components, and identification of elements requiring replacement or reinforcement.

Building on the assessment findings, CEP prepared a complete Rehabilitation Works Package, which included detailed engineering drawings, technical specifications, and comprehensive tender documents covering all structural and architectural interventions required to restore full functionality. The rehabilitation design prioritized safety, resilience, and compliance with relevant Palestinian building codes, international standards, and Jawwal’s operational requirements.
