The Sustainable Employment Project (SEP) is an ongoing €10 million initiative funded by the German Federal Government through KfW. It aims to improve employment in the Palestinian Territories, particularly for women, youth, and persons with disabilities. Implemented by the Palestinian Employment Fund (PEF), the project supports the Palestinian Authority’s National Employment Strategy and contributes to broader economic development goals.

SEP comprises two main components: Wage Subsidy and Capacity Development. The Wage Subsidy component promotes job creation through private sector partnerships, while the Capacity Development component strengthens PEF’s institutional capabilities and enhances job seekers’ skills through training and support. The consulting team supports project implementation through a Project Implementation Unit (PIU) at PEF, providing assistance with project preparation, execution, financial management, and monitoring.

Consulting services cover preparation, implementation, and monitoring, evaluation, accountability, and learning (MEAL). The scope includes Project Operations Manual (POM) development, legal compliance, PIU setup, employment scheme design, partner agreements, job placements, capacity development, stakeholder engagement, and feedback integration. Throughout the ongoing assignment, the consultant supports compliance with international environmental, social, health, and safety (ESHS) standards and provides reporting, stakeholder coordination, and operational guidance.
