Project Management & Engineering Supervision of Gaza Reconstruction Program for the Kuwait Government Grant for the Financing of Gaza Reconstruction in the State of Palestine ($200 M)

Project Overview

The Gaza Reconstruction Program, funded by the Kuwait Government, aimed to alleviate the impact of the 2014 Israeli aggression on the Gaza Strip, with a total funding of $200 million. The program included projects across multiple sectors, such as housing, infrastructure, economic, agriculture, water, health, and education, targeting both reconstruction and infrastructure improvements in Gaza. The reconstruction efforts focused on restoring damaged facilities and improving the overall resilience of the region.

The scope covered reconstruction and rehabilitation in areas like housing (2,200 units), municipal and industrial infrastructure, agricultural facilities, health services, and education. A major project within the water sector included the construction of a main carrier line for drinking water, along with pumping stations and distribution networks to serve Gaza.

Role of CEP in the project

Description of Actual Services Provided:

Assist the concerned Ministries and authorities in preparing for the reconstruction program.

Review the design and tender documents including drawings, BOQs, specifications, etc.

Insure the completeness of tender documents of projects.

Monitor the bidding stage of the projects and preparation of evaluation reports.

Provide high-level supervision during the construction phase.

Verify the measurements of implemented works and the eligibility for payment.

Monitor the progress in the field and report periodically to the fund.

Review the Interim/Final payments submitted by Contractor/Suppliers and provide recommendation to the Ministerial Committee.

Other managerial and financial duties.

Management of the whole Kuwaiti Grant that included the following sectors:

Housing Sector (75 Million$): It included reconstruction about 2200 housing units that were destroyed in war 2014. The compensated area of the housing units ranged from 100 to 150 square meters.

Infrastructure Sector (35 Million$) with project in the 25 municipalities of Gaza: It was divided into the followings:

Infrastructure municipal projects (25 Million$).

Infrastructure projects for industrial areas (10 Million$).

Economic Sector (9.5 Million$): It was divided into the followings:

Reconstruction about 162 construction industrial facilities and 109 wooden industrial facilities that were destroyed in war 2014 (8.7 Million$).

Supply equipment for MoNE labs (0.8Million $).

Agriculture Sector (5 Million$): it was divided into the followings:

Reconstruction number of agricultural greenhouses (2.85 Million$).

Reconstruction number of livestock bins (1.25 Million$).

Construction of quarantine station (0.8 Million$).

Water Sector (60 Million$): Construction main carrier line for drinkable water characterized by the followings:

Capacity: 110 Million cubic meters.

Length: 20 km.

Diameter: 130 cm.

Distribution network length: 20 km.

Holding tanks for mixing and distribution: 7 tanks with capacity of 5,000 cubic meters.

Pumping stations: 6.

Monitoring and control network were included.

Health Sector (4 Million$): Reconstruction the Maternity Hospital in Al Shifa Medical Complex.

Education Sector (3Million$): It included a number of projects for educational NGOs and orphans centres. It was divided into the followings fields:

Construction new buildings or new stories.

Supply equipment for labs.
