Project Overview

The TAWASOL Program was initiated in late 2005 and was financed by USAID. The project was implemented by CHF International, in association with CEP. The program aimed to empower Palestinian local authorities by promoting local democratic reform through the development and implementation of a participatory approach to identifying community needs and the subsequent implementation of projects in various sectors. It aimed at enhancing the capabilities of local government units (LGUs) and other local entities to effectively manage and deliver services to their communities.

The Program included a Capacity Building for Municipality Engineers during project implementation, so the training courses as follows:

GIS (Geographic Information Systems).

Strategic Planning.

Introduction to Urban Planning.

Preparation of Project Proposals

Preparation of Presentations.

Environmental Impact Assessment (EIA) For Water and Wastewater Projects.

Design for Water networks.

Design for Sewer networks.

Construction Management

Role of CEP in the project

CEP played a critical role in providing technical assistance and capacity building to Palestinian local authorities throughout the TAWASOL Program. Key contributions included:

Mentoring and Technical Support: CEP worked closely with the technical staff of Local Government Units (LGUs) and other entities, advising them on compliance with standards and specifications, environmental and safety requirements, and procurement procedures for services and materials.

On-the-job Training: CEP facilitated training on transparent tendering procedures, bid evaluation, contract management, supervision, quality assurance, construction management, and monitoring and evaluation, ensuring that local entities adhered to best practices in procurement and project management.

Workshops for Community Engagement: CEP participated in organizing and conducting workshops to train local communities in needs assessment and project prioritization, ensuring active community involvement in the development process.

Community Awareness Planning and Monitoring: CEP supported planning and monitoring activities to raise awareness of the projects, ensuring that local communities were informed and engaged throughout the project lifecycle.

Technical Assistance for Engineering Departments: CEP provided technical assistance and training to engineering departments in LGUs, covering areas such as physical planning, project design, cost estimation, and the review of designs and tender documents.
