Project Overview
The project aimed to design a comprehensive Fixed Assets Valuation Methodology for local government units (LGUs) in the West Bank and Gaza, ensuring the accurate and consistent management of municipal fixed assets. The methodology was aligned with generally accepted accounting principles (GAAP) and provided a standardized approach for LGUs to handle the full life cycle of fixed assets, from acquisition to disposal. This methodology was intended to improve the management of municipal assets, ensuring they were properly valued, recorded, and maintained.
Role of CEP in the project
The CEP Office was responsible for collaborating with Norconsult AS to develop the detailed methodology and manual. The contributions included:
Designing the Valuation Methodology: CEP worked with Norconsult AS to create a valuation model for assessing the worth of fixed assets across all municipalities. This ensured that asset valuations were consistent, reliable, and in accordance with accounting principles.
Creating the Asset Management Manual: CEP assisted in drafting a comprehensive manual that provided clear instructions on how local governments should manage fixed assets. This covered the full asset lifecycle, ensuring each step—acquisition, management, and disposal—was conducted with due diligence and in compliance with financial regulations.
Providing Training and Implementation Support: While not directly part of the documentation creation, CEP supported the development of training materials and provided guidance on how LGUs could implement the new methodology effectively.
